Namibia's ruling party looks set to win Africa's first electronic election, according to a second round of preliminary results.
Namibia has one of Africa's healthiest economies and SWAPO, the former liberation movement that secured independence from South Africa, has maintained its popular support although dissent is growing over inequality and a lack of housing.
With slightly more than half of votes counted, the South-West Africa People's Organisation party - in power since 1990 - was leading the polls with 77%.
In the booth on Friday, voters found a grey electronic device with pictures or logos of the candidates and a green button next to each one. Instead of marking a cross on paper, voters selected their choice by pressing the button.
SWAPO's candidate for president, Hage Geingob, received 86% of votes in a presidential election also held on Friday.
Geingob, who served twice as prime minister in the former German colony rich in diamonds and uranium, faced eight challengers.
On Saturday, the Electoral Commission of Namibia (ECN) had released a first round of preliminary data putting Swapo in the lead with slightly more than 66% of the vote.
Namibia is aiming to become the world's second-largest uranium producer after Kazakhstan with the construction of its Chinese-backed Husab mine, expected to start production in 2015.
The sparsely populated, southern African state has been one of the world's best performing economies and growth is forecast to rise to 5 percent in 2014 from 4.4 percent last year. But lower metal prices, especially for its key export uranium, poses a risk, according to Namibia's central bank.

How Chadian President Sponsors Boko Haram Insurgency In Nigeria.........

A Cameroonian investigative journalist, Bisong Etahoben, is reporting via Twitter the arrest of Mahamat Bichara Gnoti, a close associate of Chadian President IIdriss Déby Itno. According to Sahara Reporters,Mr. Gnoti was reportedly arrested on the Chadian-
Sudan border with 19 SAM2 missiles he purchased from the Sudanese army meant for the Boko Haram terrorist network in northeastern Nigeria. Mr. Gnoti who claimed that President Idriss Déby gave him the funds to purchase the weapons, had waved a presidential pass issued to him by Mr. Deby’s office in order to get past border
guards but was stopped and searched by the guards who found the deadly weapons on him.
There has not been an official
confirmation or denial either by the
Chadian or the Nigerian authorities. A text message sent to the office of Colonel Sambo Dasuki (rtd), the National Security Adviser in Nigeria regarding Gnoti’s arrest did not receive a response, an aide said Mr. Dasuki is traveling in Mexico.
However, the arrest of Mr. Gnoti, if
confirmed, will provide solid evidence that the Chadian president is largely behind the Boko Haram insurgency in Nigeria’s northwest.

Jonathan’s performance as President Below Average Speak by Obasanjo

Former President Olusegun Obasanjo on Friday described the performance of President Goodluck Jonathan as below average. Obasanjo spoke during an encounter
with book writers in Abeokuta, Ogun
State, as part of activities marking the popular Ake Festival. When asked of his view on Jonathan’s administration, he said, “His performance is below average. I will not accept responsibility for his
performance. There is nobody that gets such a position without being helped.” The former President also debunked the insinuations that he had selected Jonathan as the running mate to the late President Musa Yar’Adua because he knew the latter was sick.
“Yar’Adua told me he was well. He
showed me his medical report and I even consulted experts,” he said.
He said he had only supported the idea of a South-Southerner succeeding Yar’Adua to extend the sense of belonging that the emergence of a Southern President in 1999 represented. When the former President was also asked on why he preferred Jonathan to
the former governor of Rivers State,
Donald Duke, he said, “In my own life, I don’t put all my eggs in one basket. Duke was young enough to be in the reserve. “He did not agree with me. Donald Duke
is my friend but he needs a little of
toning down. He needs to get his feet on the ground.”
The former President had, in a
December 2, 2013 18-page letter to
Jonathan titled: “Before it is too late” raised many issues concerning
Jonathan’s administration.

President Goodluck Jonathan on
Thursday told a gathering of the Peoples
Democratic Party leaders in the
Presidential Villa, Abuja that he hardly gets what he looks forward to in life. Jonathan, who boasted that no party would defeat the PDP during the 2015 polls said sometimes, things that he did
not think about are the ones he gets.
The President spoke while hosting
members of the Presidential Declaration Committee led by a former Minister of Defence, Dr. Haliru Bello, to a luncheon. The committee which he formally
dissolved during the luncheon was the brains behind his formal declaration on November 11 in Abuja. Jonathan said, “In my own life, the things I look for I hardly get. It’s what I don’t even think about that I get sometimes. I believe most of you will smile. But collectively, first and foremost, let us unite the party and work together for our collective victory.” He advised PDP’s aspirants at all levels not to see their aspirations as a do-or die affair because the world does not begin or end with the offices they are aspiring for. The President said even if somebody blocked them from getting to the office, God might be preparing something better for them. Jonathan disclosed that he was taking note of happenings in some states ahead of the elections and would compensate some aspirants.

VICE PRESIDENT ATIKU ABUBAKAR SPEAK'S......

Former Vice President, Atiku Abubakar
has slammed the crude methods the
Jonathan administration is using to
harass and humiliate perceived political enemies. Reacting to the incident on his Facebook page at the National Assembly on Thursday when heavily armed security operatives prevented Speaker Aminu Tambuwal from gaining access to the House to preside over the deliberation on the extension of emergency rule in the North-East, the former Vice President said in a statement by his media office that the “siege mentality” of the Jonathan administration poses grave threats to Nigeria’s democracy, the rule of law and the separation of powers as enshrined in the 1999 constitution as amended. “Obviously, the emergency rule has failed to stem the unrest. The Federal Government must work with, rather than against those who understand and have been elected by the people to govern,” Atiku counselled. According to Atiku, this crude display of power by the President and his agents portends ominous signals for the future of our democracy, which is not a surprise as President Jonathan did not participate in the costly struggle that brought our present democracy into being.
He said the behaviour of the PDP-led
government towards Tambuwal was not decent and acceptable under a president that has committed himself to uphold the rule of law. “This crisis highlights the absolute failure of the current PDP’s idea of government: arrogant, indifferent and incompetent,” Atiku asserted.
The former Vice President regretted that abuse of power by using state agents to harass, intimidate and humiliate perceived opponents by the President was not only capable of heating the polity on frightening scale, but also carried the risks of polarizing and politicizing security operatives in the country.

THE GOVERNOR OF BENUE STATE INVOLVED IN AUTO CAR CRASH A DAY BEFORE HIS BIRTHDAY ON HIS WAY FOR AN ASSIGNMENT.....

Governor Gabriel Suswam of Benue State and his deputy, on Friday escaped death
by the whiskers when a car rammed into his convoy from the opposite direction
along Yandev/Gboko road while on their way to an official assignment in Wannune, Tarka Local Government Area
and Gboko.
The accident came a day before the
governor’s 50th birthday which holds Yesterday. See pictures below..
The governor’s official vehicle in which
he was travelling and his spare vehicle were directly affected by the impact of the crash. The two officials who were in
the same vehicle escaped unhurt.
According to an eyewitness, an
oncoming vehicle which overtook
another vehicle lost control,
somersaulted, then hit the spare vehicle of the governor as well as the vehicle in which both the governor and his deputy were travelling.
The accident happened at Angbaaye, a
few kilometres after Makurdi, the state capital.

leaders and Northern Islamic leaders to
drop its support for the 2015
presidential aspiration of Gen.
Muhammadu Buhari.
According to Saturday
Vanguard,Reflective of the pressure
which also came from some close
associates of Asiwaju Tinubu, the
political group has switched support
towards the presidential aspiration of
Speaker Aminu Tambuwal who with his
entry this week, immediately turned into
a major contender for the ticket.
He has Buhari and former Vice-President
Atiku Abubakar as the main challengers
for the party’s presidential ticket with
Governor Rabiu Kwankwanso of Kano
State and newspaper publisher, Sam
Nda-Isaiah also contending.
Several other factors were taken into
consideration by the Tinubu camp in
switching support, close associates of the
political leader disclosed to Saturday
Vanguard. Among the other factors was
the alleged overbearing influence of
some close associates of Gen. Buhari,
who they claimed were likely to fence
out other political stakeholders in a
possible Buhari presidency.
Three former heads of state, two from
the north and one from the south and a
very influential retired army chief from
the northeast who has also held political
appointments in the present
dispensation were among those cited by
sources as having prevailed on the
Tinubu camp to drop support for Buhari.
The decision of the Tinubu camp to drop
support for Buhari, it was learnt, also
followed reservations from some sections
of the north notably, some Islamic
leaders.
“It is not that we dumped Buhari, the
Islamic clerics, the imams and the
political leaders in the north particularly
three former heads of state said that they
don’t want the man,” the source said.

Babangida met penultimate Tuesday
following the latter’s return from a
medical trip abroad. The two men met
for 30 minutes behind closed doors.
However, Gen Baban-gida had in the
past been publicly quoted as urging

office. Speaking at the presentation of
the Vanguard Personality of the Year
award to Governor Chibuke Amaechi of
Rivers State in Lagos on April 6, 2013,
the former military president said:
“When leaders like Tambuwal delivered
on their electoral promise, we advise
them to try something higher. For
Tambuwal, your guess is as good as
mine. Well done.” Babangida’s remark
was applauded. .
The influence of some present and past
minders of Gen. Buhari was also another
reason taken into consideration, a
source disclosed.
“There is this perception about Buhari
that he is surrounding himself with some
people like Nasir El-Rufai, Buba
Galadima, Sule Hamman” the source
said, reawakening complaints about the
overbearing attitude of Buhari’s now
dissolved political machine, The Buhari
Organisation, TBO which had in the past
been accused of selectively fencing out
people.
The Tinubu associates also feared that
the perceptions of religious extremism
which the ruling party, Peoples
Democratic Party, PDP had sought to tag
on Buhari could deny the party votes in
the South were he to emerge as
candidate.
Though many of the Tinubu associates do
not regard him as an extremist, but the
perception already created, it was
learned, could be injurious to their
political outing. There were also
concerns that Buhari could be detached
from responsibility and reference was
made to his past roles as head of state
and chairman of the Petroleum (Special)
Task Force, PTF where his subordinates
usurped authority in his name.
“When he was head of state most of the
power was delegated to Idiagbon and
when he was at PTF, it was another
person, that took charge and that if APC
says they are looking for change that

MINISTER OF FINANCE and COORDINATE SPEAKS ON THE ECONOMY.....

The Federal Government has warned
that Nigeria will begin feeling the impact
of the declining price of crude oil in the
global market from this November.
Minister of Finance and Coordinating
Minister of the Economy, Dr. Ngozi
Okonjo-Iweala, who disclosed this in
Lagos yesterday at the Institute for
International Finance’s 2014 Africa FOil-
Thief-cartooninancial Summit hosted by
Access Bank Plc noted that events
unfolding over the last couple of weeks
have cast a shadow over the global
economy, especially Nigeria and other
African countries.
The Minister asserted that commodity
prices are declining globally in the last
couple of days with Nigeria’s reference
crude, the Bonny Light, trading at about
$83 per barrel.

THE ATTACK OF MUBI TOWN IN ADAMAWA STATE.......

Some residents who fled Mubi town,
Adamawa State shortly after the Boko
Haram terrorist group attacked the town,
have said that the insurgents used
special rocket-propelled grenades to
burn down churches.
One of the priests, who spoke with
newsmen on the telephone and who
simply identified himself as Rev. Yakubu,
said that the terrorists had started
burning down the churches before he
ran out of the town.
The insurgents captured Mubi town on
October 30, 2014 in a daytime raid after
attacking the military installation there,
chasing soldiers and residents out of the
town and killing many.
Apart from the forceful conversion of
some Christians to Islam, Yakubu said
that the Boko Haram insurgents
slaughtered those who refused to be
converted.

Beyonce’s Crazy Earnings That Made Her Forbes’ Highest Paid Woman In Music For 2014....

According to a recent Forbes release, Beyoncé is
the highest paid woman in music in 2014. See recent picture below.
She
made well over $115million this year, more than
double what she raked in last year.
Her huge earnings came mostly from her world
tour and they moved her from fourth place last
year and put her firmly ahead of pop star Taylor
Swift, 24, who came in 2nd with $64 million. 35
year old pop singer Pink climbed up from No. 8
in 2013 to third with $52 million.
‘Beyonce played 95 shows during our scoring
period, bringing in an average of $2.4 million per
city,’ said Forbes, citing data from the Pollstar
trade magazine. The R&B singer’s self-titled
album released last December and endorsement
deals pushed her earnings up further assuring
her the top spot.
Sultry Roc Nation singer Rihanna, 26, came in
4th with $48 million and Katy Perry, who earned
an estimated $40 million, placed in 5th position.
Madonna, 56, who ranked No. 1 last year, failed
to make the top 10 in 2014. Lady Gaga, 28,
slumped from No. 2 in 2013 to ninth place this
year with estimated earnings of $33 million.
Forbes came up with the list after estimating
pre-tax income calculated for the 12 months
from June 2013 to 2014 based on record sales,
concert tickets, touring information merchandise
sales and interviews with concert promoters,
lawyers and managers. It also combed through
data from the Pollstar, the RIAA (Recording
Industry Association of America) and tracking
firm Nielsen SoundScan.

FORMER VICE PRESIDENT ATIKU ABUBAKAR SPEECH ON POLITICAL PARTY

A former Vice President, Atiku
Abubakar, on Tuesday, gave a
damning assessment of President
Goodlcuk Jonathan leadership qualities,
saying all the presidential aspirants on
the platform of the All
Progressives Congress, APC, are far
better than the president.
“Any of the APC aspirants is better than
Jonathan; whoever wins the party
primary is better than President
Jonathan,” Mr. Abubakar said in Minna,
Niger State at the public declaration of
the founder of Leadership newspaper,
Sam Nda-Isaiah for the presidential race.
Describing Mr. Nda-Isaiah as a “personal
friend,” the former vice president, who
is also a presidential aspirant on the APC
ticket, disclosed that he and the other
four aspirants had agreed to
back whoever emerges as the flag bearer
during the primary election in other to
terminate the Jonathan administration.
He added, “We are united. We have
resolved to support whoever emerges.
We are not fighting each other, that is
why I am here today. Our target is to
rescue the country from the misrule of
the PDP.”
Mr. Abubakar lamented the state of the
nation under the PDP, saying that it had
been grounded to a halt.
He said, “It is a known fact that we don’t
have functioning hospitals, no good
schools for our children, no electricity
and no good road, that is why we must
change the PDP government and rescue
the country from further harm”.

Jonathan to Unveil N100 Centenary Note Today.....

President Goodluck Jonathan will unveil
the specially designed commemorative
100 Naira banknote by the Central Bank
of Nigeria (CBN) on
November 5. See picture below.
A statement on Monday by the CBN’s
Director, Corporate Communications
Department, Ibarahim Mu’azu, said the
commemorative note was part of the
apex bank’s contribution to the
centenary celebration, which is in line
with its mandate of issuing legal tender
currency in Nigeria.

How Fayemi awarded N604m contract for furnishing of Governor’s Lodge.....

The newly inaugurated of Governor Ayo
Fayose in Ekiti State has continued to
open up on the extravagant spending of
the past administration of Kayode
Fayemi, this time exposing the letter that
shows that the contract for the
furnishing of the new government
house cost a whooping N604 million.
According to media reports, the contract
was given to Kitwood Nigeria Limited
and was awarded on Wednesday, June
18, 2014, three days before the
governorship election which Fayemi
eventually lost.
Lere Olayinka, one of Governor Fayose’s
aide said the problem was not the
“lavish” spending on the house but the
disregard for due process.
He said: “Instead of the State Ministry of
Works, the contractor was asked to
report at the office of Fayemi’s Chief of
Staff, Yemi Adaramodu to sign
contractual agreement and also obtain
detailed specifications of the items to be
procured.”

Boko Haram brings Mubi under Sharia, warns Christians to relocate or else…..

Members of the violent Islamic sect,
Boko Haram, have instituted the Shara
law in Mubi, Adamawa State,captured
by the insurgents last week.The
insurgents were also said to have
amputated the hands of 10 residents said
to have been found guilty of sundry
offences, including looting of property of
fleeing residents.
According to Punch, Sources in Mubi
town said they saw the terrorists
parading 10 persons whose hands were
said to have been amputated.The victims
were said to been amputated in the
presence of residents the insurgents
asked to converge to witness the
enforcement of Sharia law.

Popular TV presenter and co-founder of
Primetime Entertainment, Dayo Adeneye
popularly known as D1 has officially
joined the list of Nigerian entertainers
who have declared their interest to
contest in the 2015 elections.
In a press statement, D1 revealed how he
succumbed to the wishes of the people of
Ogun State to run for the Ogun State
House of Assembly at the Odogbolu
constituency under the APC.

WHAT HAPPENED TO FORMER PRESIDENT, OBASANJO & ATIKU

Former President, Olusegun Obasanjo,
yesterday, was at Minna to pay a
surprise visit on former Military
President, Ibrahim Badamasi Babangida,
who just returned from a medical
treatment in Germany after two months.
Atiku Abubakar, who had visited the
former military President, was in the
Niger State capital to attend the
Presidential declaration of Sam Nda-
Isaiah of All Progressives Congress, APC.
Obasanjo, however, met Atiku Abubakar,
at Minna International Airport, where
the two leaders buried their differences
and hugged each other. Obasanjo, who
arrived Minna in a plane with
registration number G DOUR, along with
Senator Andy Uba, Chief Ayo Fasawe and
an unidentified lady at about 4:30pm,
was about to be conveyed to IBB’s house
when his attention was drawn to the
presence of Atiku at the airport. The
former Vice President, who was already
seated awaiting clearance for his flight,
had to stop the pilot, alighted and
headed straight for the waiting car to
ferry Obasanjo out of the airport, where
the two leaders hugged each other.

PDP MADE MORE THAN N3bn

The Peoples Democratic Party has made
more than N3bn from the sales of its
nomination and expression of interest
forms to interested political office
seekers since the commencement of the
exercise, which ends Thursday
(tomorrow)in a report according to
PUNCH.
The sale of the forms was originally
billed to end last Friday, but the party
extended it by one week with the hope
that many of its members would still
purchase forms.
The party collected N22m from its
Presidential aspirants, while its
governorship aspirants paid N11m each.
Each senatorial aspirant in the party
paid N4.5m and those running for the
House of Representatives were asked to
pay N2.5m.

SPANISH NURSE WHO CONTACT EVD

A Spanish nurse's assistant who caught
Ebola while caring for a patient is to be
discharged Wednesday after 30 days in the
hospital, medical officials said.
Teresa Romero Ramos is now clear of the virus,
Dr. Jose Ramon Arribas told a news conference
in Madrid, flanked by other hospital personnel.
"Everyone can be assured that there is no danger
whatsoever of her being contagious," he said.
Romero has spent the past month at the Carlos
III Hospital in Madrid, the same hospital where
she contracted the illness while helping to care
for an infected missionary who had been brought
back from West Africa.
She chose not to speak at the news conference
for personal reasons, said the hospital's director
general, Dr. Rafael Perez-Santamarina.

Jonathan, Others To Blame For Power Sector Decay-Obasanjo

A former President, Chief Olusegun
Obasanjo, has blamed his successors for
the rot in the power sector.
The former President said that the
country needed to generate 2,000
megawatts every year for the citizens to
enjoy stable electricity.
Obasanjo, after his second coming as a
civilian president, handed over to the
late former President Umaru Yar’Adua in
2007 while President Goodluck Jonathan
assumed office after the death of
Yar’Adua in May, 2010.
The former President, spoke at a
programme tagged ‘First Green Legacy
Moment with Chief Olusegun Obasanjo
on Leadership and Human Security in
Africa’, which held in Abeokuta.
He said subsequent administrations after
his reign as military ruler between 1976
and 1979 did nothing on power
generation until he returned in 1999.
According to him, leaders in the country
lack the political will to confront
national challenges.

OBESITY KIDS

Obese kids don't react as well to chemotherapy
A study showed that obesity made young people
more than twice as likely to have leftover
leukaemia cells. That puts them at a higher risk
of the cancer coming back and of death, the
researchers said.
The findings could explain why obese young
people do worse on initial chemotherapy –
called induction therapy – than their peers who
aren't obese.
"Induction chemotherapy provides a patient's
best chance for remission or a cure," principal
investigator Dr. Steven Mittelman, of The Saban

"Our findings indicate that a patient's obesity
negatively impacts the ability of chemotherapy
to kill leukaemia cells, reducing the odds of
survival."

Nigeria has not recorded a new case of Ebola for
42 days or two incubation period of 21 days.
WHO representative, Rui Gama Vaz, who said it
was a “spectacular success story”, added that
“Nigeria is now free of Ebola.
“This is a spectacular success story … It shows
that Ebola can be contained but we must be
clear that we have only won a battle, the war
will only end when West Africa is also declared
free of Ebola”, he said.
The disease gained entry into the country in July
when Liberian, Patrick Sawyer, came in on
diplomatic assignment.
The diplomat had fallen ill and was admitted at
the First Consultants Hospital, Obalende, in
Lagos.
Nigeria had 20 cases in total, of which eight
died.
The outbreak has killed more than 4,500 people
in West Africa, mostly in Liberia, Guinea, and
Sierra Leone.
An estimated 70% of those infected have died in
those countries.
The WHO officially declared Senegal Ebola-free
on Friday.

Today 20th October, 42 days(twice the incubation
period) after the last confirmed case of ebola virus
disease was discharged from the isolation ward
having tested negative for Ebola virus, the chains
of transmission have been broken.
WHO officially declares that Nigeria is now free of
Ebola virus transmission. The virus is gone for
now. The outbreak in Nigeria has been contained.
But we must be clear that we only won a battle.
The war will only end when West Africa is also
declared free of ebola.
While the outbreak is now officially over, Nigeria’s
geographical position and extensive borders makes
the country vulnerable to additional imported cases
of ebola virus disease. It is therefore critical to
continue vigilance for any suspected cases by
strict compliance with WHO EVD preparedness
guidelines. Therefore there is need to continue to
work together with states to ensure adequate
preparedness to rapidly respond, in case of any
potential re-importation.

Explosion rocks Edo State
Benin - The Edo Police Command has confirmed
Saturday’s explosion on Dennis Osadebey
Avenue, in Benin City, the Edo capital.
Deputy Police Public Relations Officer, Ejiroro
Ahwara, confirmed the incident in a statement
made available to newsmen in Benin on Sunday.
He said that the Command received information
that at about 10: 30 p.m. on Saturday that there
was an explosion at Dennis Osadebey Avenue,
Benin City.
Ahwara stated that men of the Special Anti-
Bomb Squad and patrol vehicles were
immediately drafted to the scene of incident.

He explained that preliminary investigation
revealed that items suspected to be Improvised
Explosive Device (IED), made up of two tiger
batteries of 15 volt each connected to long wire,
was thrown into the mini-estate from outside.
Ahwara stated that the explosion affected the
ceiling boards at the security post in the estate
as well as a part of the main gate.
He explained that the impact dug a small hole at
the entrance gate, but no life was lost.
"The IED used in the attack has been recovered
by the Bomb Disposal Unit for analysis, while
some suspects have been arrested", he further
stated.

Chairman, Committee on the
Resuscitation of Primary School
Education, Dr Mohammed Dongel, who
stated this at a meeting, said that the
schools would reopen in the first or the
second week of the month.
The News Agency of Nigeria reports that
public schools were closed down on
March 14, after deadly attacks by
suspected Boko Haram insurgents in
schools in neighbouring Yobe.
“We hope to reopen all public schools by
the first or second week of November
God willing.
“By then we hope to have put in place all
necessary infrastructure and instruction
materials for conducive teaching and
learning,” he said.

Doubts surrounding Boko Haram deal

Abuja - Nigeria on Friday claimed to have
reached a deal with Boko Haram militants on a
ceasefire and the release of more than 200
kidnapped schoolgirls but doubts immediately
surrounded the purported breakthrough.
Chief of Defence Staff Air Marshal Alex Badeh
told senior military officials from Nigeria and
Cameroon meeting in Abuja that a "ceasefire
agreement" had been concluded between the
government and the insurgents.
"I have accordingly directed the service chiefs
to ensure immediate compliance with this
development," he added.
Badeh's announcement came after a senior aide
to President Goodluck Jonathan, Hassan Tukur,
told AFP that an agreement to end hostilities
had been reached following talks, as well as for
the release of 219 girls held captive since April.
But a precedent of previous claims from the
government and military about an end to the
deadly five-year conflict and the fate of the
missing teenagers left many observers urging
caution.
Jonathan is also expected to declare his bid for
re-election in the coming weeks, with positive
news about the hostages and the violence likely
to give him a political boost.
Multiple analysts cast doubt over the credibility
of a man called Danladi Ahmadu, whom Tukur
claimed represented Boko Haram at the two
meetings in neighbouring Chad.
"I have never heard of such a man (Ahmadu)
and if Boko Haram wanted to declare a
ceasefire it would come from the group's leader
Abubakar Shekau," said Shehu Sani, a Boko
Haram expert who has negotiated with the
group before on behalf of the government.
Ralph Bello-Fadile an advisor to Nigeria's
National Security Advisor (NSA), told a
conference on Monday that the NSA has been
inundated with fraudsters claiming to represent
Shekau.
"Government wants to negotiate," he told a
Chatham House event in Abuja, "but so far
nobody has come forward who speaks for
Shekau."
Chad talks
Tukur said he represented the government at
two meetings with the Islamists in Chad, which
were mediated by the country's President Idriss
Deby.
"Boko Haram issued the ceasefire as a result of
the discussions we have been having with
them," said Tukur, adding that Ahmadu made
the announcement on Thursday evening.
"They have agreed to release the Chibok girls,"
he continued, referring to the girls seized in
northeast Nigeria on 14 April, causing global
outrage.
Ndjamena refused to comment but security
sources in the country said Chad, which
Jonathan visited for talks with Deby early last
month, had been involved in the discussions.
The source also said a ceasefire agreement
was reached as well as the release of 27
hostages, 10 of them Chinese nationals, who
were kidnapped in northern Cameroon earlier
this year.
The release of the hostages last weekend was
"a first strong signal" from Boko Haram to prove
their good faith, the source added but did not
mention the schoolgirls.
Ahmadu gave an interview broadcast on Friday
on the Hausa language service of Voice of
America radio in which he claimed to be the
group's "chief security officer" and in charge of
publicity.
He made no mention of an end to hostilities and
was vague on details of the apparent talks, even
claiming not to have met Shekau.
He also referred to the jihadi group as Boko
Haram, a name that means 'Western education
is forbidden' which was imposed on the Islamist
radicals by outsiders. The insurgents
themselves never use the term.
Islamic state
The group's known leaders have exclusively
used the name Jama'atu Ahlis Sunna
Lidda'awati wal-Jihad, which means "People
Committed to the Propagation of the Prophet's
Teachings and Jihad".
He made no reference to the Chibok girls and
did not list the creation of an Islamic state in
Nigeria's mainly Muslim north - the core,
unwavering Boko Haram demand since the
uprising began.
Shekau has in a series of video messages since
2012 ruled out talks with the government and
said northern Nigeria will never know peace
until shari'ah (Islamic law) is strictly enforced.
Envoys from Nigeria's presidency have made
similar ceasefire claims in the past, notably
Jonathan's Minister for Special Duties Taminu
Turaki, who led a so-called amnesty commission
in 2013 that was tasked with brokering peace.
Turaki on several occasions maintained that he
was negotiating with legitimate Boko Haram
commanders, including Shekau's immediate
deputies, and that a ceasefire was at hand.
But nothing materialised from Turaki's
protracted negotiations. Shekau said that he
never sent delegates to any talks and attacks
continued at a relentless pace.

NIGERIA TO BE DECLARED

Lagos - Nigeria is expected to be declared Ebola-
free on Monday, just three months after fears
that the virus could spread like wildfire through
Africa's most populous nation.
The World Health Organisation (WHO) is
preparing to announce that Nigeria has not had a
confirmed case of Ebola for 42 days - or two
incubation periods of 21 days - just as it did for
Senegal on Friday.
The achievement is being welcomed, with no end
in sight to the disease that has claimed more
than 4 500 lives this year, most of them in west
Africa, and mounting fears about cases around
the world.
Close attention is being paid to how Nigeria, with
an under-funded and ill-equipped health system,
managed to contain the virus, as specialists look
for a more effective response to control its
spread.
But there were warnings against any premature
celebration, with complacency still a risk and
luck considered to have played a part in
containing the outbreak.
Monitoring, awareness
Eight people died out of 20 confirmed Ebola
cases in Nigeria, with all infections traced back
to a single source - Liberian finance ministry
official Patrick Sawyer, who arrived in Lagos on
20 July.
Many feared the worst when Sawyer died on 25
July in a private hospital in Nigeria's biggest city,
which is home to more than 20 million people,
with poor sanitation and inadequate health
facilities.
Doctors were on strike at the time over pay and
conditions in the public health sector, where
many state hospitals lack running water, let
alone soap and other basic equipment.
Yet the doomsday scenario of rapid spread
among a 170-million-strong population,
devastating Africa's leading economy and oil
producer, did not materialise.
"Nigeria acted quickly and early and on a large
scale," John Vertefeuille, from the US Centers for
Disease Control and Prevention (CDC), told AFP.
"They acted aggressively, especially in terms of
contact-tracing."
Key to the response was an existing plan for a
mass outbreak of polio, which was adapted to
Ebola, as well as a rapid appeal for foreign help.
The Ebola Emergency Operations Centre (EEOC)
prioritised contact-tracing and twice-daily
monitoring of those at risk, with experts aware
that every Ebola case is in contact with about 50
people.
In all, nearly 900 people were monitored in Lagos
and the oil city of Port Harcourt, where one
contact of Sawyer travelled after slipping
surveillance, going on to infect another doctor.
About 1 800 people were trained to trace and
monitor those at risk, as well as decontaminate
infected places and care for the sick, said the
head of the EEOC, Faisal Shuaib.
Luck, concerns
Luck cannot be discounted in Nigeria's first brush
with Ebola. Sawyer was taken straight to
hospital after arriving from Monrovia visibly ill,
keeping him off Lagos' teeming streets.
Doctors also prevented him from discharging
himself into an area of the city frequented by
tens of thousands of people with a bus station
that serves the entire country.
The EEOC in the early days of the outbreak
highlighted concerns such as a lack of personal
protective equipment for medics, which could
have had serious implications in any rapid
spread.
Public health campaigns, including a giant
electronic billboard warning about Ebola just
outside the hospital where Sawyer died, have
helped raise awareness.
Airports and seaports have introduced
compulsory screening on arrival and departure;
temperature checks and hand sanitiser use for
the public are now the norm.
Greater knowledge about Ebola is likely to help in
reporting any new cases, said epidemiologist
Chukwe Ihekweazu, who runs the Nigeria Health
Watch website.
But he warned Nigeria against celebrating its
Ebola-free status.
"It's premature when you see the situation in
west Africa right now. There's still a lot to do.
It's not the right time to celebrate," he said.
Vertefeuille admitted that there was "no equal
level of preparedness everywhere in the country"
but still said Nigeria was better equipped to deal
with any future Ebola cases.
Isolation centres have now been identified in
most Nigerian states, while six laboratories have
been accredited by the WHO to conduct Ebola
tests, said Shuaib.
But concerns remained, not least about funding.
Vertefeuille said the federal authorities had been
slow to match state government funding for the
outbreak, which would be vital for tackling any
new cases.
